the following kinds should be considered:
- Mandates, tasks,
needs and responsibilities of different stakeholders (stakeholder analysis)
- Authorities
responsible for enforcement
- Possibly existing
"internal" policies and objectives related to the problem at hand (e.g. masterplans)
- Possible international
obligations or restrictions which limit the freedom to prepare and implement
coastal zone management strategies (e.g. UNCLOS)
- The capacities,
capabilities and limitations of different actors in terms of human, technical
and financial resources
- Information
transparency, who can access what, and why do access restrictions exist
- The institutional
mechanisms that link the agencies from different sectors and on different
levels, such as coordinating committees, advisory councils, etc.
- International
commissions if they exist
