Partner countries of the convention have developed a procedure of Environmental Impact Assessment granting possibilities for Public Participation in the process. The convention installs:
The document concerns activities that can render significant transboundary effects. These are listed in the appendix to the Convention. The rights concern both public of "the countries of origin of effects", and the country, which is subjected to effect.
