When the strategy and programme have been agreed by key partners, initial scoping work on issues and basic information has been completed, a Project could be launched. This process will require skilful management of all resources to deliver the promised program.

A good strategy encouraging participating should convey the style and tone of the process intended. It should be fully representative of all stakeholders, opened and transparent in proceedings, flexible in operation. Sufficient budget should be foreseen. It should set out the general ground rules for co-operation.
