Weak participation cultures

Special attention should be paid to what this term of stakeholders represents in every particular situation. The risk to focus on some groups of interest comes often from a misunderstanding of who those "main stakeholders" are. Within this, a special importance lies on a better understanding of local actors relationships. The "noisiest" is not necessarily the most representative one. Therefore, a social assessment in the early stage may facilitate the constitution of a representative panel of partners, what is usually called stakeholders.
