Goals
taking part in shaping state policy on the ACS implementation, making for
its re-orientation from "ACS as a drudgery for otherwise-minded"
or "Military ACS" to "ACS - a democratic instrument for solving
urgent social problems";
raising public awareness about the ACS and creating positive image of an
ACS conscript;
promoting use of ACS conscripts' potential in fields of big social importance
- and not just on military posts, extending sphere of possible socially useful
activities (giving priority to environmental ones) for ACS conscripts;
elaborating and testing models and principles of preparing conscripts for
the ACS;
involving youth into solution of vital social and ecological problems through
ACS, popularisation of ACS in society.
Objectives
finding out real demand for ACS conscripts in various conservation structures
and quantitative assessment of this demand;
establishing Resource Center (RC) for ACS on the basis of NGOs "The Biodiversity
Conservation Centre", "House 28" and other organizations;
information support for ACS in mass media;
consultancy and training support of potential ACS conscripts in conditions
of informational vacuum and lack of state mechanisms of preparation for the
initial stage of the ACS;
popularisation, dissemination of legal information about the essence of
the ACS institution, its potentials and social significance among young people;
helping them to get rid of unattractive stereotype of the ACS as a low prestige
service;
monitoring the initial stage of the ACS;
analysis of efficiency of the ACS conscripts use in various conservational
and environmental state structures;
elaboration of proposals (package of amendments) on the ACS legislation
perfection;
distribution of information on the project's results and their replication.
