The Decree of the President of the Russian Federation
of 05.17.2000 No. 867
ON THE STRUCTURE OF THE FEDERAL EXECUTIVE BODY
[Excerpts]
Clause 112 of the Constitution of the Russian Federation and the
Federal Constitutional Law “On Government of the Russian Federation” have
enacted:
1. The ratification of a closed structure of the federal executive body.
2. The abolition of:
- the State Committee on Agrarian Policy;
- the State Nature Conservation Committee;
- the Russian Federal Forest Service
3. The establishment of:
- the Federal Land Registry Service of Russia which will assume some
of the functions of the abolished State Committee on Agrarian Policy.
4. The transfer of:
- the functions of the abolished State Nature Conservation Committee
and the Russian Federal Forest Service to the Ministry of Natural Resources…
8. To the Government of Russian Federation:
- to redistribute the functions of the abolished federal executive
agencies within one month;
- to ratify the regulations of the newly formed and transformed federal
executive agencies within two months;
- to ratify the staff ceiling and the wages fund of federal executive
agencies in Moscow within the limits provided for in the federal law
“On the Federal Budget for the Year 2000” within one month;
- to ratify the staff ceiling and the wages fund of federal executive
agencies outside Moscow within the limits provided for in the federal
law “On the Federal Budget for the Year 2000” within three months;
- to ensure the granting of benefits and compensation to discharged
employees in accordance with Russian law;
- to provide suggestions on the various changes to the acts of the
Russian President within one month;
- to conform to the present decree.
9. To the Main State Legal Management of the Russian President: to provide
suggestions on adopting the acts of the Russian President to the present
decree within two months.
10. The present decree will take effect from the date of its official
publication.

ON THE MINISTER OF NATURAL RESOURCES OF THE RUSSIAN FEDERATION
1. Under clause 83 item “d” of the Constitution of the Russian Federation
to appoint Boris Aleksandrovich Yatskevich Minister of Natural Resources.
2. The present decree will take effect from the date of signing.

CONCERNING THE MINISTRY OF NATURAL RESOURCES
In pursuance of the decree of the Russian President of 05.17.2000 No.
867 “On the Structure of the Federal Executive Body” (Collection of the
Legislation of the Russian Federation, 2000, No. 21, item 2168),
it has been enacted:
1. That the Ministry of Natural Resources is the federal executive agency
in charge of implementing state policy and managing the research, exploitation,
reproduction, and protection of the natural resources; environmental protection
and environmental security; and coordinating the related activities of
other federal executive agencies.
2. That the functions of the abolished State Nature Conservation Committee
and the Russian Federal Forest Service be assigned to the Ministry of
Natural Resources.
3. That the organizations in charge of the abolished State Nature Conservation
Committee and the Russian Federal Forest Service be transferred to the
Ministry of Natural Resources as of April 1, 2000.
4. That the local branches of the abolished State Nature Conservation
Committee and the Russian Federal Forest Service be transferred to the
Ministry of Natural Resources as of April 1, 2000.
5. That the staff ceiling of 811 people (excluding buildings security
and service staff) and the wages fund of 9,269.7 thousand roubles per
quarter be ratified for Moscow employees of the Ministry of Natural Resources.
6. That the staff ceiling of 9,930 people (excluding buildings security
and service staff) and the wages fund of 103,151.4 thousand roubles per
quarter be ratified for regional employment of the Ministry of Natural
Resources.
7. That the Ministry of Natural Resources be allowed to have 11 Deputy
Ministers, including 4 Vice-Ministers, a Board of 24 persons and (alongside
other subdivisions in the Ministry) 11 departments dealing with the main
issues of the Ministry, including but not limited to issues of geological
research management; exploitation and protection of mineral resources;
exploitation and protection of the water resources; exploitation and protection
of forests and forest reproduction; environmental protection; state monitoring
of exploitation and environmental security.
8. That the Ministry of Property Relations locate the Ministry of Natural
Resources in the following buildings in Moscow: Bolshaya Gruzinskaya ul.,
4/6, buildings A and B; Pyatnitskaya ul., 59/19, 61; ul. Kedrova, 8, building
1; 3-rd Monetchikovsky per., 4/6; 5-th Monetchikovsky per., 4.
9. That the following be considered null and void:
- the Decree of the Government of the Russian Federation of 12.25.92
No. 1010 “Issues of the Russian Federal Forest Service” (Collection
of the Legislation of the Russian Federation, 1996, ¹ 44, item 5019);
- the Decree of the Government of the Russian Federation of 01.13.99
No. 49 “Issues of the State Nature Conservation Committee of the
Russian Federation” (Collection of the Legislation of the Russian Federation,
1999, No. 3, item 350).
